As a MS4 (Municipal Separate Storm Sewer Systems) owner, Hallam Borough obtained, through PA DEP, a permit to develop a stormwater management program to prevent polluted stormwater runoff from being transported through our systems and eventually discharged into local waterbodies. Annual reporting is submitted to PA DEP to be consistent with new regulations. The MS4 Program contains 6 minimum control measures in which the Borough must comply with and continue to improve upon each year.
